After working as a retail manager for 2 years, Kelley entered the Lutheran Theological Seminary at Gettysburg in the fall of 2005. During her first year she served St. Paul's Lutheran Church in Litllestown, Pennsylvania as a teaching parish student, under supervisor Pastor Thomas Stellhorn. In the summer of 2006, Kelly completed a unit of Clinical Pastoral Education at Central Maine Medical Center in Lewiston, Maine under supervisor Pastor Jay Turner. Kelley completed internship at St. Mark's Lutheran Church in Charlotte, North Carolina, in 2007-2008 under supervisor Pastor Peter Brown.

While at Gettysburg Kelley served as class secretary/treasurer. for one year and class president for two years. She was also a member of Schola Cantorum, Seminary Choir, and Motet Choir, all under the direction of Dr. Stephen Folkemer. Kelley has traveled around the world during her time in seminary: to Biloxi, Mississippi to participate in the hurricane relief effort; to Israel, Palestine and Jordan as an educational trip, and to Geneva, Switzerland for an ecumenical class sponsored by the World Council of Churches and Lutheran World Federation.

Kelley Baxter accepted a call to St. Paul Lutheran Church, July 1.  She was ordained at St. Paul and installed as its Pastor on Saturday, July  12.
